Concept, Belief and Proposal of the Localization of Disputes Resolution:Jiuzhi County in Qinghai Tibetan Region as a Starting Point

Abstract: To solve contradictions and disputes in a timely and fair manner is the core of grassroots governance. Due to differences in
regions, ethnicities, religions, customs, etc., various conflicts and disputes are handled in various regions with localized diversity.
Taking the six conflicts and disputes handled by Jiuzhi County in Qinghai Tibetan Region as the starting point, this study puts forward
ten suggestions for the voluntary principle of concept and the principle of autonomy priority, the unity of belief, the power of party
leadership and legislative protection, and the localization of dispute resolution.
